Criticism over special needs case

A local government ombudsman recommends Suffolk County Council apologise after failing to make proper provision for a pupil with special needs.

A report from Tony Redmond also said the council should pay the boy's parents £1,000 and review other cases.

The ombudsman did not find fault with a decision that the unnamed boy should be voluntarily removed from school.

But Mr Redmond found that undue delays in his case caused distress and inconvenience to the child's family.

He concluded that there had been a five month delay in reviewing an educational psychology assessment of the pupil.

The ombudsman said the council should have quantified hours of special education provision in statements.

But he said there was no reason to doubt that the school did give special needs support to the boy.

Mr Redmond is one of three local government ombudsmen in England who investigate complaints of injustice arising from maladministration by local authorities.

They only step in if residents have given the council concerned an opportunity to deal with a complaint against it first.
